The proposal will only allow the recognition of specific content and requires no data on the user

 

 

 

 

The requirement to cooperate on technical tools does not affect privacy. The requirement is to cooperate on the technical tools for the copyright protected content as provided by rights holders. Such technologies only need to recognise that a protected work (e.g. music, film, series, etc.) exists on the platform and how many times that work is used in which country.

 

Data on copyright protected works and their creators/rights holders is already held by rights holders and this can be identified in a straightforward manner regardless of the identity of the person who uploaded it or any other expression of that person attached to it.
