Commission’s AVMSD proposal is step in right direction

The Commission published a full package today, including the Communication on Online Platforms (read GESAC’s position here), as well as legislative proposals on unjustified geo-blocking and on audiovisual media services (AVMSD).

GESAC welcomes the Commission’s AVMSD proposal as a step in the right direction.

The proposal includes the promotion of European works, putting the vital issue of cultural diversity in the EU in the spotlight. The 20% catalogue quota of European works for video on demand (VoD) services and the applicability of the financial contribution rules of Member States to such services, even if the services are not established in those Member States, are particularly positive. Although these proposals set a low benchmark that is already surpassed by many, and further provisions for promotion and discoverability of European works are necessary for all platform services, the initiative is certainly laudable.
